A vacancy has arisen on Silloth-on-Solway Town Council and a Notice of Vacancy has been completed, a copy of which is below. The Notice gives a period of 14 days for requests to be made for an election (excluding Saturdays, Sundays and Bank Holidays).
If at the end of the 14 day period the Elections Team at Allerdale Borough Council has not received a ‘Call for Election’, they will notify the Town Council that they should proceed to fill the vacancy by co-option. If a valid call for election is received (this is when ten registered local electors from the relevant area write to the Returning Officer requesting an election be held) Allerdale Borough Council will notify us of the likely date of election. A template ‘Call for Election’ letter is below.
The Co-option of a Town Councillor occurs when a casual vacancy has arisen on the Council and no election has been called. On receipt, of written confirmation, from the Electoral Services Department at Allerdale Borough Council, the casual vacancy can be filled by means of Co-option. The Town Clerk will a) advertise the vacancy for 4 weeks on the Council notice boards and website and inform the Council that a Co-option will take place. Applicants for co-option will be asked to: a) Submit information about themselves, by way of completing a short application form (a copy of the application form is below) and b) Confirm their eligibility for the position of Councillor within the statutory rules, (a copy of the Declaration of Eligibility is below).
Copies of the applicant’s application form will be circulated to all Councillors by the Clerk at least seven days prior to the meeting of the Full Council, when the Co-option will be considered. All such documents will be treated by the Clerk and all Councillors as Strictly Private and Confidential.
